Bush's bailout plan

This article talks about the $700 million bailout plan that Bush has proposed to help out the economy. I have a hard time beliving that this bailout plan will help the economy. First of all, I would like to know where Bush plans to get all this money. I also have a hard time believing that this will actually help our economy because I feel that our economy is going to need a lot more than just $700 million to help our economy.
Bush stongly believes that this plan is needed for the U.S financial markets and that it must be passed quickly. He hopes that this plan will save the U.S from a economic meltdown.
